This request was previously part of a larger request by Heritage Bible Church to rezone all of the church’s lots to commercial. The lot is considered to be non-conforming use and changing the zoning from single-family residential to commercial would bring the property's usage in line with the zoning. The other property to be rezoned is 2107 Agency St., which is occupied by the River Mart gas station. “I think the building will be more effective than the fence is,” Billups said. City Hope Executive Director Matt Shinn told the council last month that the building will run the length of the property and hopefully offer more opportunities for attendees to work out conflicts in ways that don't involve fighting. The landlord previously asked if a fence would be built around the property.
